This has hindered its ability to match the success of its predecessor, Payday 2, which still enjoys a daily average of 30,000 players online, while Payday 3 only sees around 2,000 concurrent players on Steam.
A Broken Promise
The offline mode was initially promised in February 2024 as part of Operation Medic Bag, an initiative aimed at improving the game’s progression system, matchmaking, and overall stability after its rough launch. It’s now been almost 20 months since that announcement. The Swedish development team has now decided that implementing offline play is not practical as they focus on enhancing the game’s live services.
During a recent anniversary livestream called “Our Future” on October 2, General Manager Jonas Skantz revealed this when community manager Elisabeth Elvestad inquired about the status of the offline mode for Payday 3.

Skantz, who began working with Starbreeze in August 2025 after previous roles at other companies like EA, stated:
“I know the team had good intentions regarding offline mode. They’ve been trying to make it work, but we need to accept that it isn’t feasible for our future plans with the game.”
He continued, “We have a limited number of people, and we want to ensure they focus on the most critical aspects for the game, which includes progression and core gameplay loops.”
Furthermore, Skantz pointed out that their current update model requires several weeks to release a client update.
